The Coast Guard Issues Oversight Instructions for Autonomous Vessels

Internal agency guidance. Law checked through October 18, 2026.

At Salamis the Greeks won because Themistocles understood the narrows better than the Persians did. Ports are still decided by narrow water, and the officers who command it, the Coast Guard's Captains of the Port, now have written instructions for vessels with no one at the helm.

In June 2026 the Coast Guard's Assistant Commandant for Prevention Policy published Work Instruction 5P-WI-002(1), "Oversight of Unmanned, Autonomous, and Remote-Control Operations." It tells Captains of the Port and Officers in Charge, Marine Inspection how to handle operations that use such technology within the Marine Transportation System. It sorts them into three groups: unmanned maritime systems that are not subject to inspection and carry no paying passengers; uninspected passenger vessels, where requests to test or operate unmanned systems are forwarded for review; and vessels subject to inspection under 46 U.S.C. § 3301, where requests are likewise forwarded. Weeks later, the Coast Guard publicly warned about unmanned operations near major West Coast port approaches conducted without coordination, and urged operators to notify the Captain of the Port early.

For Texas, the instruction matters wherever autonomous survey boats, inspection drones that operate on water, or remotely operated workboats meet commercial traffic: the Houston Ship Channel, Corpus Christi, Galveston, and the offshore energy fields. An operator that briefs the local Captain of the Port before the first run will find the instruction working for it rather than against it.

Limits

A work instruction directs Coast Guard personnel; it is not a regulation and does not itself authorize or forbid an operation. The instruction's text could not be retrieved for this analysis, so its relationship to the Coast Guard's earlier 2022 policy letter on testing remote and autonomous systems is not characterized here.
